Each admin group has one or more Managers. They might be an administrator or school teacher. Their job is to manage all of the Learners (students) in their group by enrolling them in courses.
When learners enroll, or are enrolled, into a Course, they become connected to the course and its Instructor. The instructor is the online teacher. But the instructor isn’t part of the admin group, so they don’t have permission to manage any of the learners.
